He goes missing for the 600th time, a report is made, his risk is assessed, time passes and minimal effort is made, his risk is reassessed and possibly upgraded, the bare minimal effort is made again, and then he turns up. Only when he turns up face down and dead on the 601st occasion...</description>

If it does go wrong with Brian, or one of the other ‘Brians’ you have, and you have not sent a unit it will certainly NOT be your fault. Yes, the press could spin and twist it into a horror story, but anyone who knows how the world really works will understand that by sending a unit to Brian, that unit cannot deal with one of the more serious jobs that is unresourced at that particular time. Of course with the benefit of hindsight things would get done differently, but all you can do it make decisions based on the information at the time. You do have the support of the vast majority of colleagues and the public who appreciate what an important and difficult job controller is (although you probably don’t get much thanks).
