		<description>At least this type of criminal-baiting fits with government policy of &#039;no discretion required&#039;, no need for any brain-work on the part of the arresting officer (other than remembering which forms to fill in and the whereabouts of the nearest biro wholesaler).

Which is my way of turning the topic to the new Chief of Nottinghamshire Police, Julia Hodson, who has been explaining that her officers will need to be re-skilled in proper use of &#039;common-sense&#039; after all these years of top-down meddling by our friends Tory Blur and Gordon Bennett (sorry, Brown).

If police have no power to use discretion, and nor do the judges passing sentence, and these rights have been systematically taken away by the government - who do you suppose wants to have full control over which crimes are punished and which are not?

And who suggested that the government should be able to hire and fire Chief Constables. That`s right, the government.

And why would they want all this power in their hands? The same reason Robert Mugabe put the same system in place for Zimbabwe.

I don`t see Mugabe offering his people a free vote over an important issue either.

Oh but I`m exaggerating of course, that could never happen here.</description>
