I suspect the whell and clamp went in the boot and the clamp was cut off at home. These bastards are operating on the Continent too!

You can see it in photo two….covering the wheel nuts…

May be there is a small gap between the plate and the wheel nuts – enough to get a spanner in (Ring or Open)
Alternatively he could be a distant relation of Houdini !!

Probably as the clamp is not on tight, it relies on the fact the car’s weight is keeping it position , jacking it up allows some rotation- simples
