Lincolnshire Police have come up with an innovative way to cut some of their proportion of the 20% that British Police forces have to knock off their budget due to the massive financial mismanagement the country has suffered.

They’re going to pay a private company to build and run a police station and send 540 employees to the private sector.

G4S will take over human resources, finance and IT for the force, which reckons that paying them £200million over ten years will save the force £20million. The civilian support staff will leave the police service and be re-employed by G4S.

In G4S’s bid for global domination, they are currently speaking to ten other forces about taking over some of their services.

    If the track record of hospital and school PFI schemes is anything to go by this will actually end up costing Lincolnshire many, many millions over the project life rather than saving anything. On paper you get a one off upfront saving (largely as a result of the staff transfers in year one which takes their costs off the books and not having the capital expenditure on the new building) which will enable whoever came up with this wheeze to secure their promotion but the ongoing rental costs will probably result in a huge chunk and increasing (because the rentals paid to G$S will be indexed) of the budget being spent on this for decades!

    Bonkers! I suppose some senior rank will use this to get a lift up the greasy pole. Has anyone actually sat down and read through the contract with G4S? They will have screwed Lincolnshire Constabulary. For example what happens if say in 5 years time the Constabulary decide that for whatever reason the police station is no longer needed – will G4S say oh never mind thats OK we will forget about our contract. No chance. Will G4S get paid extra if more prisoners are processed due to increased wear and tear on it’s assets? Will they get paid extra every time some minor improvement is added, like a picture on a wall. Lincolnshire must be mad.

    I expect whoever came up with this wonderful idea will soon leave the force and magically reappear as a director of G4S.

    Seen it so often before, although so far not from the police….

    I Googled ‘SAPS at A + S police’, the top link was a list of phone numbers for South African Police Service stations.

    None of the following links appeared to have anything to do with this story.

    In A&S police the vast majority of staff were seconded rather than transferred. Also in A&S a new ‘joint venture’ company was formed, (75% owned by IBM) whereas In Lincolnshire staff are becoming employees of G4S. I`m not sure who`s better off.

    If they think that all their I.T. problems (in particular) will now be dealt with by G4S they had better think again.

    G4S will only work on the stuff Lincolnshire want them to, but Lincolnshire police need to decide WHAT they want. To do that they need to KNOW what they NEED. What projects are important, what is their 10 year strategy. And to do that they need staff who know about I.T. (easier said than done when, oops, you just handed them all to G4S, oh well).

    You can quickly blow your budget if you keep chopping and changing your mind, or if you can`t organise yourself and give a clear set of priorities to your ‘supplier’. You still have to provide management and input into your I.T. and related projects.

    And those loyal employees who you`ve just shafted into the private sector will soon start to enjoy the world of stats, SLA`s, spin and targets. Moral will drop like a stone.

    And both sides will be busy trying to make it look like everything is a great success while it`s actually sliding out of view round the “U” bend.

    All those employees transferred under TUPE regulations will find their jobs as secure as a bank with open doors at night. Six months down the road many will be “offed” and be replaced by whatever is cheaper, those remaining will need to keep their heads down.
    I’d like to point-out that the “financial mismanagement” of the previous lot was down to gross incompetence, and fraud, of the ponzi sector (sorry, banks).
    The present lot are just doing what they always did….selling it to their mates.
    Which now includes the police being sold.
    Civilian staff this week, the whole shooting match as soon as they’ve sorted the minor problem known as election.
    Let me see….Scotland going their own way somewhere around 2014 (minus 41 labour mp’s)
    Lose around fifty of the present sitting quota of 650….nobody who remembers Westminster council will doubt that the fifty going will be mainly labour and lib-dem.
    100 plus seat majority….job done.
    Police sold to a major US corporation soon after.
